In light of national policy on Education the thrust has been laid on skill development and vocational education activities. Keeping in view the modern guidelines and requirements of masses especially youth of Jammu and Kashmir we propose establishment of 20 skill development centres in various Districts of Kashmir Division (2 Centres each District) with an average enrolment of 50 learners for a period of six months, the learners shall be provided with the basic literacy and relevant skill development course as an income generative motivation. After completion of the course the learners shall be evaluated as per the set procedure to ensure the beneficial impact of the programme. The identification of the Centres and the beneficiaries shall be made in collaboration with the district administration the infrastructural facility shall be provided by the District authority preferably in schools or any other building wherever possible with the consent of the concerned District officers. In case of non-availability of government buildings the Centres shall be run in rented accommodation.
